31 December, 2019:Casual labourers are yet to get the wages at the enhanced rate after calculating the Dearness Allowance @164% w.e.f. 01.07.2019 – CHQ writes to the Management for taking immediate action.< 05 December, 2019:CHQ demands for immediate action of the Management for the allotment of fund for payment of wages to the casual and contract labours. Corporate Office has allotted fund for the salary of regular staff for the month of October, 2019, only. But, no fund is yet to be sanctioned for the vendor’s payment till date. It is learnt that the BSNL Management is trying to get some bank loan and only then they may allot some fund for the payment of contract labours. Though, it is well known to everybody that the contract labours are not getting their wages since 10 month. Similarly, it is about 300 casual labourers are not getting their wages due to ERP problem pending at Corporate Office. We have successfully conducted the Dharna programme on 16th July, 2019 at Corporate Office as well as throughout the country. After the Dharna programme we had submitted the memorandum to the CMD and urged upon him for the payment of pending wages of the contract labourers. It is learnt that the department is trying to clear a portion of pending wages of the contract workers by taking bank loan at the end of this month. On 17th July, 2019 Secretary General, CCWF, Com. Animesh Mitra, met Chief Labour Commissioner, Sri Rajen Varma and apprised him of the latest position about the non-payment of the wages to the contract workers for 6 months and retrenchment of these labourers and as a whole the situation persisting in BSNL. A memorandum was also submitted to him on this day. He said that as per the notice served to BSNL in regard to the strike on December, 2017 the Astt. labour Commissioner, New Delhi had intervened and series of discussions took place with the officers of BSNL. But it is unfortunate that the department has ignored to the directives of the Labour Commissioner. Under this circumstance the Secretary General asked the favour of the Chief Labour Commissioner for intervening on the issue. It is a great opportunity for us that the AUAB has given a call for strike on the same days to save BSNL and 3rd PRC issue. So let us organise a good campaign programme among the contact and casual staff to involve the workers in the strike. On 12th February, 2019, we will meet CLC on the same issue. Meeting with CMD BSNL, On the issue of retrenchment of contract labour in Jamshedpur, President, BSNLCCWF met Shri R.K. Upadhyay, CMD BSNL on 19th July and requested to give suitable instructions to reinstate the retrenched workers. Again along with Com. P.
