BSNLEU has raised serious concerns over the continued exploitation of around 3,000 casual labourers in BSNL, who have been working since the DoT period without regularisation or implementation of the 7th CPC pay structure, and are even being denied Dearness Allowance under the 6th CPC since January 2025. Alongside this, the issue of retrenchment of contract workers in several circles, particularly in West Bengal and Kolkata due to budget curtailments, has also been strongly opposed. These matters were extensively discussed in the National Convention held in Delhi on 7th March 2026, with participation from workers across the country. Based on the deliberations, BSNLEU submitted a memorandum to the CMD BSNL, urging immediate intervention to stop retrenchment, ensure regularisation, restore DA and address all pending genuine demands, while also suggesting deployment of affected workers in maintenance activities for improving BSNL services. A separate memorandum on issues related to contract labourers and casual labourers is enclosed herewith.
