An online meeting of the Central Executive Committee of BSNLCCWF was held on 5-09-2021. The meeting was presided over by Comrade V. A. N. Namboodiri. It was about 21 circle Secretaries/ CHQ office bearers participated in the meeting. At the outset, Comrade Animesh Mitra, Secretary General, presented his report wherein the present situation was narrated. It was also mentioned that BSNL Management has taken the decision to retrench the existing contract labourers through introduction of SLA system. As a result, about 50000 contract workers who were working since 20 to 25 years are being retrenched through SLA system. Though, their pending wage is yet to be paid by the Corporate Office. It was reported in the meeting that the payment of contract labourers is due for more than 1 to 2 years.Members expressed their views to organize sustained struggle to fight against the new SLA system. Com. P. Abhimanyu, General Secretary, BSNLEU and Comrade Animesh Mitra, Secretary General discussed with CMD, BSNL and mentioned the negative side of the new SLA system. After continuous pressure by BSNLCCWF and BSNLEU, the BSNL Management was compelled to review the SLA system but did not agree to discard it. Accordingly, a committee was constituted to review the SLA system. Com. Animesh Mitra submitted a memorandum to the chairman of the committee wherein it was clearly mentioned that the SLA system is danger for BSNL as well as the labourers are being deprived of from the facilities under labour Act.
More than 20 leaders participated in the discussion on the issues of contract and casual labourers. Com. P. Abhimanyu, General Secretary, BSNLEU as well as Vice President, BSNLCCWF delivered his speech in the meeting and clearly mentioned about the negative attitude of BSNL Management towards the contract workers. Beside this, it was observed that the BSNL Management issued a letter to reduce the contract workers from about 9000 to 3000 within 31st December, 2021. In other word, BSNL Management wants to run BSNL without contract labourers and targeted to sell the national property, BSNL. It was also mentioned in the meeting that BSNLCC was formed consisting of BSNLEU, BSNLCCWF and AIBDPA and we have to fight against the policy of the Government as well as the policy of BSNL Management under the banner of BSNLCC. After detailed discussion, the following decisions were arrived at in the meeting.
