The 4th All India Conference of BSNLCCWF was held in Kolkata, 12-13 August, 2023.  This was the second time the Conference was being held Kolkata, the first being the foundation Convention. 2008.  The period after the 3rd conference was a period of rapid changes in our country and the world. We were facing the Pandemic situation in this period. In BNSL, more than seventy thousand contract workers had been retrenched by the BSNL Management in the name of new outsourcing system.

 

The conference started the massive rally from the Moulali Yuba Kendra and ended at Shramik Bhawan. The red flag hoisted by the Com. V. A. N. Namboodiri, President and tributes the martyr column by the eminent leaders. Com. V. A. N. Namboodiri presided over the Conference. Com. K. Hemlata, President, CITU inaugurated conference, exhorting the delegates to be more organized, united and politically conscious, against the polices of Central Government, which were increasing directed against the working class. Com. P. Abhimanyu, General Secretary, BSNLEU addressed the conference and explained in details the policy of Government, BSNL Management. He stated in his speech that the demands of the Contract and Casual Workers raised the voices in the different forum. BSNLEU have been in the forefront of struggle of Contract and Casual Workers. He further stated if BSNL Management is not settle the demands of contract workers, workers will be compelled to resort to agitation and strikes.

 

Totally, 214 delegates participated in this Conference from 22 circles. Out of this, 36 delegates participated in the deliberations. It is brought out in the deliberations that, Minimum Wage is not being paid anywhere. Similarly, social security measures such as EPF and ESI are also not being implemented. It became crystal clear that the Labour Laws of the land are not being followed by the contractors. Even under the SLA based outsourcing system, BSNL continues to be the principal employer. Com.P.Abhimanyu, GS, BSNLEU, as well as Vice President of the BSNLCCWF, replied to the issues raised by the delegates in the deliberations. Finally, Com.Animesh Mitra, Secretary General, BSNLCCWF, delivered the summing up address. Resolutions were passed in the conference, demanding implementation of Minimum Wage, EPF and ESI to the contract workers, regularisation of the left out TSM’s and casual labourers, and also revision of their wages based on the 7th CPC pay scale. Many other resolutions were also passed in the Conference. In the election of office bearers, Com.P.Abhimanyu is elected as the President and Com.Animesh Mitra is elected as the Secretary General unanimously.   Other office bearers were also elected unanimously.
